It's clearly been raining but is it raining in the photo? The car windscreen wipers appear to be stationary.

right windscreen is up, so is working? and i think that we can see the rain on the left side where water is calm
If you look at it under high res with magnification you can easily see rain happening in the upper left by the trees. But it's not obvious - we shouldn't have to magnify
you can see the rain hitting the water in the background where the water is a little calmer. Definitely a lot of raining going on there
